Summary

Tom is experienced in dealing with legal issues at the intersection of government, finance and business. He has an understanding of the cross section between policy and transactional work which benefit both government and private clients. With a depth of industry knowledge in transportation, shipping, energy and infrastructure, Tom’s clients include traditional banking institutions, P3s and other financial lenders. In his practice, Tom also focuses on emerging technology, green solutions and the electrification of transportation grids.

Tom began his career on Capitol Hill, then went on to serve as a banking regulatory attorney in the area of enforcement. Tom has litigated both criminal and civil trials at several of the nation’s top law firms and has recently worked with companies on strategic advice, including due diligence of funding partners and government loan guarantee programs. He also has advised on airport privatizations and renewable energy projects.

Tom earned his J.D. from Howard University School of Law and his bachelor’s degree in political science from Villanova University.
