Summary
Stephen has a diverse environmental practice that focuses on environmental remediation and brownfield redevelopment of environmentally impacted properties, environmental compliance, wetlands and environmental permitting, and health and safety matters. Stephen represents developers and lenders on complex environmental issues associated with the acquisition, remediation, development, and financing of environmentally challenging properties. Stephen also has extensive experience advising and representing clients regarding environmental compliance issues related to hazardous waste management, wetlands and stream permitting and buffers, environmental mitigation, air emissions permitting, and health and safety compliance, and environmental enforcement matters. Stephen also assists landowners with establishing wetlands mitigation banks under the Clean Water Act.
Stephen has broad-based expertise in environmental due diligence matters, environmental insurance, environmental permitting, and the negotiation of environmental risk and liability issues. He routinely works with consultants, engineers, and regulators on environmental issues. He has the technical and legal background to understand both the science and the law behind environmental issues, enabling him to develop solutions for clients.
Before practicing law, Stephen was a Natural Resources Specialist with the U.S. Army Corps of Engineers. He conducted environmental compliance inspections, issued environmental permits (including Section 404 permits for the filling of jurisdictional waters under the Clean Water Act), and assisted in managing federal lands and natural resources.
