Stephen has a diverse environmental practice that focuses on environmental remediation and brownfield redevelopment of environmentally impacted properties, environmental compliance, wetlands and environmental permitting, and health and safety matters. Stephen represents developers and lenders on complex environmental issues associated with the acquisition, remediation, development, and financing of environmentally challenging properties. Stephen also has extensive experience advising and representing clients regarding environmental compliance issues related to hazardous waste management, wetlands and stream permitting and buffers, environmental mitigation, air emissions permitting, and health and safety compliance, and environmental enforcement matters. Stephen also assists landowners with establishing wetlands mitigation banks under the Clean Water Act.

• Represented a Fortune 50 Company in a U.S. Environmental Protection Agency enforcement action seeking a seven-figure penalty for alleged hazardous waste violations.
• Successfully taken dozens of properties through various Brownfield and voluntary remediation programs in multiple states.
• Represents a Fortune 100 Company regarding the mitigation of environmental risk and negotiation of environmental insurance policies associated with hundreds of sites across the United States.
• Successfully obtained millions of dollars in Brownfields tax abatement credits for clients in various jurisdictions.
• Represents a developer of a large multiple warehouse development that required nearly 100 acres in wetlands permitting and mitigation.
• Represents wetland mitigation bank clients in the establishment and creation of wetland mitigation credits.
• Represented multiple clients in responding to U.S. Environmental Protection Agency and state requests for environmental information and documents.
• Represented multiple clients in negotiating and settling alleged violations of environmental regulations by the U.S. Environmental Protection Agency and state environmental agencies.
