Summary
Will is a Partner in the firm’s International Trade practice. He concentrates on representing multilateral and foreign-based corporations in a wide variety of international trade disputes, including antidumping and countervailing duty investigations, Section 201 (safeguards) cases, anticircumvention investigations, and customs investigations and compliance. Will appears regularly before the U.S. Department of Commerce, the U.S. International Trade Commission, and U.S. Bureau of Customs and Border Protection. He is also experienced in complex litigation before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit, as well as before USMCA binational dispute settlement panels. Will counsels domestic and foreign clients on customs compliance issues, USMCA origin issues, country of origin determinations marking requirements, and quotas.

- Represented a major paper manufacturer in the antidumping duty investigation of Uncoated Groundwood Paper from Canada at the U.S. Department of Commerce.
- Represented foreign steel producers in U.S. International Trade Commission antidumping and countervailing duty investigations of Standard Pipe from the United Arab Emirates, Corrosion-Resistant Steel Products from Korea, Italy, and Taiwan, and Oil Country Tubular Goods from Korea and Turkey.
