Summary

Kelly counsels clients on government contracts performance and certification issues including small business certification changes, cybersecurity NIST SP 800-171 requirements, and sub-contractor and teaming arrangements. She has extensive experience with Federal Acquisition Regulations (FAR) and Defense FAR (DFAR) requirements and monitors policies to ensure compliance. In addition, Kelly assists with litigation efforts and counsels clients on all aspects of a bid protest including protest avoidance and contract award risks.

Prior to joining the firm, Kelly worked for a variety of international software and technology and government consulting firms. With a wide range of knowledge and experience in technology-related issues, Kelly has managed complex information technology deals including master service, SaaS, and licensing agreements.

While earning her J.D. from American University College of Law, Kelly was actively involved in many organizations. She served as a Student-Attorney for the Civil Advocacy Clinic, was a Senior Staff Member and Technical Editor for the Journal of Gender, Social Policy & the Law, and served on the Executive Board for the Sustainable Development Law & Policy Brief.
