Summary

Jeff advises on the legal and regulatory issues associated with electricity, natural gas, water, and wastewater utilities. His clients include a wide range of public utilities, including investor-owned and municipal utilities, nonprofits, and privately held companies.

Jeff has significant experience representing utilities in rate cases, periodic rate adjustment (tracker) proceedings, environmental compliance matters, and other filings before the Indiana Utility Regulatory Commission (IURC). In this heavily regulated industry, he guides utility clients through compliance with the statutes and regulations that apply to them. Jeff takes a practical approach to solving the problems his clients face and analyzes and applies the law in a way that seeks to support his client’s goals and operational imperatives.

Jeff strives to cultivate strong professional relationships not just within the utilities bar but also with agency professionals at the IURC and the Indiana Office of Utility Consumer Counselor (OUCC). Through his work with industry professionals, Jeff focuses on finding win-win solutions by attaining reasonable positions and arguments. He is dedicated to providing efficient counsel, timely advice, and responsiveness to those he serves.

Jeff also works to stay ahead of the highly dynamic cybersecurity threats facing the utilities industry. He draws upon his technical experience to develop proactive solutions tailored to the federal and state cybersecurity regulations applicable to his clients.

Jeff worked as a law clerk for the Indiana Office of Utility Consumer Counselor during his first two years in law school. During his second summer in law school, he clerked for the International Trade Commission’s Office of Unfair Import Investigations in Washington, D.C., where he focused on patent infringement claims brought under Section 337 of the Tariff Act of 1930, as well as other unfair international trade practices.
