Summary
Garrett Merville was inspired to become a public finance attorney by the legacy his family has left on cities. His grandfather was a city engineer, and his father frequently contracts with public entities.
He works on a range of public finance matters for cities, counties, and special districts. He serves as bond counsel, underwriter’s counsel and disclosure counsel in such transactions.
Garrett also works on matters related to tax increment finance and community and economic development. He has experience on matters related to tax-exempt finance and tax credit transactions with governmental entities in public-private partnerships in connection with 4% and 9% low-income housing tax credit transactions and workforce housing transactions at the federal, state and local levels, with a focus on affordable and workforce housing development.
In addition to helping clients meet their financing and infrastructure needs, Garrett has also served as general counsel to a variety of Texas special districts at his previous firm.
With an educational background in economics and public policy, Garrett uses that background in his practice. While in college, he interned for the Economic Development Partnership of North Carolina, where he gained experience creating industry reports used by the North Carolina Secretary of Commerce.
Garrett is fully proficient in French.
