Summary

Hayley’s practice includes general health care law, fraud and abuse, Medicare billing and compliance, and regulatory and business transactions. She has experience in advising and counseling owners, operators, and managers of long term care facilities, including MRDD providers, waiver program providers, and intermediate care facilities, on a multitude of legal and business issues. Hayley is experienced with HIPAA business associate agreements and has advised clients on privacy and data security issues including breach notification requirements.

Hayley’s practice also includes a variety of public sector matters including municipal, school, and public/private sector partnerships. She advises elected officials and administration departments on various issues including competitive bidding, public records, risk management, and various policy and procedure drafting. Hayley acts as the Assistant Law Director for the City of Independence.

Hayley was involved with the Drug Policy and Public Health Strategies Clinic at the University of Maryland. While in law school, Hayley was an intern with Johns Hopkins Health System Office of General Counsel involved with the analysis and implementation of their Homeland Security protocols and HIPAA compliance program. She received a certificate in Health Care Law from the University of Maryland School of Law Program for Law and Health Care. Additionally, Hayley is chair of the Health Care Law Section of the Cleveland Metropolitan Bar Association. She is also a member of the Ohio Bar Association and the American Health Lawyers Association.

Hayley is recognized as a 2010 Ohio Super Lawyers Rising Star. She is a member of the 2016 Class of Crain’s Cleveland Business “Forty Under 40” and a member of the 2019 Class of Cleveland Bridge Builders. Through a highly competitive process, she was also selected as a member of the Cleveland Leadership Center Leadership Council.
