Taft attorneys James E. Parsons and Russell C. Menyhart presented at the Kentucky Council of Development Agencies Conference in Lexington, Ky., on Oct. 22. Menyhart participated in a panel on EB-5 financing, and Parsons presented on TIF financing.

Parsons is a member of Taft's Business & Finance group. He focuses his practice in the areas of public law, public finance and tax incentives for business development, including tax increment financing for development projects.

Menyhart is a former diplomat with extensive international experience, most recently serving as political unit chief at the U.S. Consulate in Shanghai from 2011-2014. A member of Taft’s Litigation group, he assists both U.S. and foreign clients in navigating international legal issues, with a substantial portion of his practice focused on compliance with anti-corruption laws and export controls. Fluent in Mandarin, he also assists Chinese and other foreign companies and individuals with the legal aspects of investing in the United States, immigration matters and other complex legal issues.
