GAO Partially Sustains Bid Protest Over CIO-SP4 Treatment of Large Business Mentors
The Government Accountability Office (GAO) recently announced its decision to sustain a pre-award protest by a mentor-protégé joint venture, challenging the terms of a solicitation issued by multiple government agencies.
This decision involved a $50 billion dollar procurement for a Government-Wide Acquisition Contract (GWAC) known as CIO-SP4, as well as a provision that targeted a mentor-protégé joint venture. The protest asserted that the procurement unfairly disadvantaged large companies in mentor-protégé arrangements.
