Former US Navy Nuclear Engineer and Taft Attorney Blair Carral Carter Testifies Before Colorado Senate Committee
Taft (formerly Sherman & Howard) litigator Blair Carral Carter testified on behalf of Colorado House Bill 25-1040, “Adding Nuclear Energy as a Clean Energy Resource,” before the Colorado Senate Transportation & Energy Committee at the State Capitol. The committee passed the bill in a 6-3 vote.
Introduced in the Colorado House of Representatives on Jan. 8, 2025, the bill seeks to update the statutory definition of “clean energy” to include nuclear energy. By making this change, the Colorado General Assembly believes the state can increase its clean energy production while maintaining affordability. With the committee’s approval, HB 25-1040 will now proceed to the Senate floor for its second and third readings.
Before becoming an attorney, Carter served with distinction as a naval nuclear engineer and surface warfare officer (a.k.a. ship driver) in the United States Navy. She represents clients on matters pertaining to government contracting, construction, and civil litigation, with a focus on nuclear power. Recognizing large companies have complex moving parts, Carter uses her project management and engineering skills to help organize those parts to enable her clients to meet their goals.
