Taft attorneys Barbara Duncombe and Sean Graves will present at the Strafford hosted webinar titled “Government Contracts, REAs, and Claims: Excusable Delays/Cardinal Change vs Force Majeure” on July 30. They will examine the finding of the Civilian Board of Contract Appeals in Pernix Serka Joint Venture v. Department of State.

Duncombe is the chair of Taft’s Government Contracts practice and serves on the firm’s Executive Committee and COVID-19 Task Force. For over 25 years, she has worked with clients in handling all types of government contract issues as well as responding to government investigations and False Claims Act cases and in conducting internal compliance investigations. She is a frequent speaker and has received numerous recognitions for her accomplishments, including being named one of NAWBO Indianapolis’ 2019 Trailblazers and being selected for the Dayton BizWomen Power 50 list annually since 2014.

Graves is a member of Taft’s Government Contracts practice group and advises clients on matters relating to bid protests, fiscal law, requests for equitable adjustment, disputes concerning contract performance, foreign military sales, small business size challenges, contract terminations and other public procurement regulatory and compliance issues.
