Mottley to Present at the Ohio Municipal League Tax Seminar

Taft attorney J. Donald Mottley will kick off the general session of the Ohio Municipal League Ohio Tax Seminar on Thursday, July 12.  His one and a half hour session is titled, “Municipal Income Tax: History and Uniformity.”  During his presentation, he will cover the following:

  • Milestones in the History of Municipal Income Tax
  • Important Cases Prior to 1990:
    Resident vs. Non-Resident Scope of Taxation; and Reactive Changes in the 1990s
  • JEDDs and JEDZ
  • HB 477 Changes
  • HB 483 Changes
  • Zaino Commission Changes
  • Changes in Municipal Income Tax Uniformity Statute since 2000:
    Reactive Changes and Policy-Driven Changes
  • Municipal Income Tax Reform in the Kasich Administration
  • A Framework for Greater Municipal Income Tax Uniformity

Following his presentation, Mottley will moderate a panel addressing issues relating to legislative uniformity.
