Rachel focuses her practice on employee benefits and employment law. She advises both public and private employers in various industries to ensure compliance with the Affordable Care Act (ACA), Health Insurance Portability and Accountability Act (HIPAA), Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), and the Employee Retirement Income Security Act of 1974 (ERISA), as well as federal and state employment laws. Rachel counsels clients on all aspects of compensation and benefits. This includes plan design (e.g., health and welfare, pension, and Cafeteria plans), plan administration, plan correction issues, and compliance with various federal and state laws and regulations. She prepares benefit plans and plan documents, including summary plan descriptions, plan amendments, and other required plan notices and disclosures.
Rachel also assists clients, including federal contractors and subcontractors, in navigating federal, state, and local equal employment opportunity (EEO) and affirmative action requirements. She regularly works with in-house counsel and HR managers to understand and develop practical approaches to ensure compliance, including the design of written affirmative action/EEO plans and the implementation of such plans (e.g., designing polices to help address identified areas of deficiency and attain plan goals). She also helps clients understand and comply with EEOC reporting requirements.
Prior to joining Taft, Rachel worked for a law firm in the Dayton area focusing on multiemployer fund representation and at a hospital system focusing on employee benefit and employment law matters. Rachel earned her law degree from the University of Cincinnati College of Law and was a member of the University of Cincinnati Law Review. She earned her undergraduate degree from Wright State University, magna cum laude, and her Master of Arts in Education from the College of Mount St. Joseph.
