Matt focuses his practice on environmental matters. He previously worked at the U.S. Nuclear Regulatory Commission, where he reviewed and advised on NRC licensing and enforcement actions for compliance with Atomic Energy Act, NEPA and NRC regulations; litigated licensing and enforcement actions before the Atomic Safety and Licensing Board and the Commission; and reviewed and advised NRC staff on administrative law matters, including investigations, subpoenas and petitions for enforcement. Matt also served as a legal extern for the U.S. Army Corps of Engineers, Alaska District, where he reviewed and counseled staff on EA/EIS analyses under NEPA, FOIA requests, Clean Water Act permitting issues, CERCLA issues, government ethics standards and defense contract litigation.
Matt is the past membership vice chair of the American Bar Association Nuclear Law Committee. He is a graduate of Denison University and received his J.D., cum laude, with a certificate in environmental and natural resources law, from Lewis & Clark Law School, where he was a member of the ABA Negotiation Moot Court National Championship team and associate editor of the Animal Law Review.
