Summary

Matt is a Chambers & Partners-ranked construction attorney and partner in Taft's Real Estate practice. Matt practices principally in the areas of land use and zoning, real estate development, construction law, public utilities, agricultural facilities, solid waste management facilities, environmental review, regulatory matters, and sports and stadiums. With a highly diverse background in economic development, environmental and construction matters, Matt has played pivotal roles in several of Minnesota’s most prominent redevelopment projects.

During 2019, Matt served as an interim assistant city attorney with the Saint Paul City Attorney’s Office responsible for the redevelopment of the Ford Motor Company Twin Cities Assembly Plant site in the City’s Highland Park neighborhood. The 122-acre Ford site redevelopment is among the largest urban in-fill projects in the United States and one of the largest public-private partnership (P3) projects in Minnesota, including $92 million in public infrastructure investment and a projected total project value of more than $1 billion.

Since 2012, Matt has represented the Minnesota Vikings in connection with the design, development, construction and operation of U.S. Bank Stadium - the largest P3 project ever completed in Minnesota - as well as the transformative public-private redevelopment of several blocks of land surrounding the stadium.

He also represented the Minnesota Children's Museum with the 2016-17 renovation and reconfiguration of its iconic St. Paul, Minnesota location.

Matt focuses his land use practice on environmental, zoning and permitting issues affecting industrial, commercial and residential development. In conjunction with his administrative law and land use practices, Matt has represented public utilities with the permitting and siting of power plant facilities, electric transmission lines and substations in Minnesota, South Dakota and Wisconsin. He also represents governmental and quasi-governmental units in connection with zoning and public procurement issues. He has also represented a number of national and local solid waste management companies in litigation and administrative proceedings, as well as legislative policy development, environmental review and tax proceedings.

With more than 20 years of experience in complex litigation, arbitration and transactional matters, Matt helps national and local developers, lenders, contractors and design professionals with contract negotiations, construction claim administration, insurance coverage and surety issues. He also serves as a business consultant for contractor and design professional clients and regularly assists with regulatory compliance and licensing issues across the country.

Matt’s telecommunications practice is focused on federal universal service and interconnection matters. Matt has represented numerous national and regional wireless telecommunications carriers in federal court proceedings, before the FCC and before more than 20 state regulatory agencies.
