Summary

David focuses his practice on employee benefits and legal compliance. He has broad experience analyzing pension and health benefit plans and service providers for compliance involving ERISA, the Mental Health Parity and Addiction Equity Act, the Affordable Care Act, Secure 2.0, COBRA, and HIPAA. David has helped companies correct numerous issues including prohibited transactions, incorrect ESOP valuations, loss of grandfathered health plan status, missing participants, and untimely deposit of benefit contributions.

Prior to joining Taft, David spent almost 10 years at the U.S. Department of Labor’s Employee Benefits Security Administration, rising from Student Investigator to Senior Technical Advisor in the National Office. David has provided technical guidance on complex employee benefits issues; coordinated with agencies like the IRS, SEC, HHS, and State agencies; and led agency training initiatives on Plan Service Providers and Advanced Interviewing.

David has shared his expertise at Continuing Legal Education trainings on Mental Health Parity, the Voluntary Fiduciary Correction Program, and fiduciary responsibilities.
