Summary

Conor has represented employers in a broad range of labor and employment matters, including union organizing and contract negotiations under the National Labor Relations Act (NLRA) and the Railway Labor Act (RLA), unfair labor practice charges before the NLRB, labor arbitrations, as well as employment discrimination charges before administrative agencies and discrimination lawsuits in both state and federal courts in Kentucky and Ohio.  He has also been involved in appealing NLRB determinations to the Federal Circuit Courts. In addition, Conor has represented and advised employers on day-to-day employment matters such as discipline, discharge, handbooks and policies, wage and hour compliance, and in labor disputes such as strikes and lockouts. Conor also has experience in commercial litigation matters involving disputes over intellectual property and trade secrets, as well as enforcement of employee non-compete agreements.

Conor has also represented employers in occupational safety and health matters, including providing advice on day-to-day compliance issues as well as defending enforcement actions by the Occupational Safety and Health Administration (OSHA) or equivalent state agencies.  He has assisted clients in all phases of OSHA enforcement proceedings, including during workplace investigations as well as litigating alleged violations where OSHA has issued citations. Conor has experience negotiating directly with OSHA or equivalent state agencies to resolve citations informally, and he has represented employers in contesting citations before the Occupational Safety and Health Review Commission and equivalent state review commissions. Conor has assisted clients with a wide variety of OSHA matters under both the general industry and construction standards, including but not limited to injury and illness recordkeeping and reporting, product labeling requirements under the Hazard Communication Standard, fall protection, machine guarding, lockout/tagout (LOTO), asbestos and lead paint awareness and remediation, process safety management, as well as citations issued under OSHA’s multi-employer citation policy. Additionally, Conor has represented employers in defending OSHA investigations of retaliation complaints pursuant to the various federal whistleblower statutes enforced by OSHA.

Conor graduated summa cum laude from Purdue University, Krannert School of Management with a B.S. in accounting and management and minors in international business and finance and passed the Uniform CPA examination. Conor received his J.D., summa cum laude, from Pepperdine University School of Law where he was Order of the Coif and Order of the Barristers. During law school, he was a member of the National Interschool Trial Team and a Fellow of the Geoffrey H. Palmer Center for Entrepreneurship & Law.
